Meet The Founder

Pro-Housing Partners is founded and led by Caitlin Rose, a bi-coastal homelessness and housing expert who has worked in homelessness response, system reform, and policy advocacy for nearly 20 years. She is an expert in innovative housing strategy, serving as a catalyst for change at the local, state, and federal levels.

Caitlin was a key advocate for the passage of Connecticut House Bill 8002, a major housing reform act signed into law in November 2025 by submitting testimonials, speaking at public hearings, attending all Housing Committee meetings, and engaging with legislators.

She has received education from Pew Charitable Trusts and Gensler Architects on office to residential conversion models, and introduced the concept as a revolutionary strategy at several municipal levels.

She has crafted housing and economic policy across the state of Connecticut, including annual and five year plans to ensure a wide array of viable housing opportunities statewide.

Caitlin is passionate about housing as a cornerstone to community development and transformation, and views it as an opportunity for municipalities to invest in their future, integrating transportation, economic opportunity, and environmental conservation into all of Pro-Housing Partners’ strategies.
